Tasmanian Electricity Code - Amendment (No 9)

Code Amendment Notice No 9 (Effective 29 May 2005)

On 3 September 2004, the Minister notified the Regulator that he had amended the Tasmanian Electricity Code (Code) in accordance with Section 49B(4) of the Electricity Supply Industry Act 1995. The effective date for this amendment (Code Amendment No 9) is 29 May 2005, the date that Tasmania is scheduled to join the National Electricity Market (NEM). The amendment ensures that, on NEM entry, the Code will be consistent with the National Electricity Code.

These amendments, although largely procedural, can be summarised as follows:

  • deletion of chapters and sections detailing arrangements for scheduling and dispatch of generation, power system security, network security, transmission and distribution network pricing, non-retail metering, generation pricing and ring-fencing. These will be covered entirely by the NEC;
  • removal of references to the System Controller and the ACCC;
  • removal of cross references which are no longer applicable; and
  • revision of the role of the Reliability and Network Planning Panel, providing for a base set of responsibilities that are considered necessary for the continued monitoring of the performance of the Tasmanian electricity supply industry.

Code Amendment No 9 will not take effect until entry into the NEM, scheduled for 29 May 2005.

Annotated versions of Chapter 1, Chapter 2, Chapter 6, Schedules to Chapter 6, Chapter 8, Chapter 12, Chapter 13 and Chapter 14 highlighting the changes that have been made to reflect items 1 to 10 are available for easy reference. Chapters 3, 4, 5, 7, 10, 11 and Schedules 6.1, 6.2, 6.3, 6.4, 6.5, 6.7 and 6.8 have been deleted.

Note that the remaining chapters of the Code are presently being reviewed to ensure that the Code deals appropriately with remaining jurisdictional matters in the context of being a NEM jurisdiction. This review will bring the Code up to date with current electricity supply industry and regulatory ‘best practice’ and build on experience with administration of the Code.
