Higher distribution network reliability standards have been established and given effect in Chapter 8 of the Tasmanian Electricity Code (TEC) from 1 January 2008. The Regulator has approved maps, submitted by Aurora Energy, defining the supply reliability areas and supply reliability categories. Prior to Tasmania's entry into the National Electricity Market, network service providers (NSPs) followed a comprehensive process under the TEC for the determination of network constraints or inadequacies in the Tasmanian power system and the analysis and assessment of options to overcome them. NSPs now follow a similar process under the National Electricity Rules.

As part of the process, Network Service Providers (NSP) must carry out an economic cost effective analysis of possible solutions and identify those options that satisfy the regulatory test while meeting the technical requirements of the National Electricity Rules.

Prior to NEM entry, Tasmania's Reliability and Network Planning Panel (RNPP) was charged with reviewing the NSP's economic cost effectiveness analysis of proposed capital expenditure; assessing whether the proposed option satisfies the regulatory test; and making recommendations to the Regulator on the options available. The Regulator made a determination as to whether the project was justified, having regard to the NSP's report and the recommendations of the RNPP.

The following projects were determined by the Regulator to be justified:

North East Tasmanian Power System Security Upgrade

220kV Supply Point at Lindisfarne Substation

Voltage Support - Installation of Capacitor Banks and New Norfolk Substation

Voltage Support - Installation of Capacitor Bank at Burnie Substation

North East Tasmanian Power System Security Upgrade

Risdon Substation Upgrade

Voltage Support - Installation of Capacitor Banks

Mowbray Substation Development

220 kV Supply Point Establishment - Lindisfarne Substation

Sandy Bay Substation Redevelopment

With NEM entry, the RNPP no longer reviews the economic cost effectiveness of proposed augmentations and other capital expenditure projects of transmission network service providers. However the Regulator may request the Panel to review projects submitted by the distribution network service provider.
