Gas Licences
Pursuant to the Gas Legislation (the Gas Pipelines Act 2000 and Gas Act 2000), the Director of Gas is responsible for administering the licensing system for gas entities. The Director has the authority to consider and determine gas licence applications, and can refuse or issue gas licences.
The Gas Legislation outlines the matters that the Director may consider in deciding whether to grant a gas licence. The Director’s jurisdiction does not include local government, planning or environmental issues.

Gas Licence Fees
The Gas Act 2000 provides for an annual licence fee for the distribution and retail of gas that the Director of Gas considers “a reasonable contribution towards the costs of administration of the Gas Act having regard to the nature and scale of the operations that are authorized by the licence.”
In a similar manner, the Gas Pipelines Act 2000 requires the payment of an annual fee determined by the Director of Gas that represents “the reasonable cost of the administration of the Gas Pipelines Act with respect to the relevant pipeline licence”.
In May 2007, the Director of Gas reviewed the costs of administration of the Gas Act and Gas Pipelines Act and determined that the annual gas licence fees payable from 1 July 2007 will be as follows:
